The penal policy of Islam includes a set of strategies, guidelines, and strategies against criminal phenomena that are rooted in the doctrinal, moral, and jurisprudential foundations of this system. In this article, this policy in dealing with cybercrime against public morality - which manifests itself in the form of crimes such as pornography, promoting prostitution, and intermediation in illicit relationships - has been examined in a descriptive-analytical manner and based on library sources. The findings of the research show that Islam, while emphasizing preventive and educational measures, provides the ruling system with extensive capacities for criminalizing and punishing immoral behaviors in cyberspace. The penal policy of Islam in this regard is based on principles such as the prohibition of spreading prostitution, aiding and abetting sin, revealing secrets, and the need to protect the family, and its goal is to maintain the moral health of society and prevent cultural degeneration. The results of the study also indicate that in the absence of comprehensive international documents to combat pornography and other cybercrimes against public morality, the Islamic system can, relying on jurisprudential principles and local values, formulate laws and policies appropriate to its cultural conditions. Strengthening the educational system and raising public awareness of the harms of cyberspace are also considered basic prevention strategies. This article, emphasizing jurisprudential principles, while explaining the need to update laws in the field of cybercrimes, emphasizes the role of the Islamic state in maintaining public chastity and the moral security of society.
