Among the systems of citizenship, most immigrant-first countries follow the blood system, and most immigrant-accepting countries favor the soil system. In the meantime, a group of countries, including Iran, have chosen a combined method of these two systems, and adopting this dual criterion has some drawbacks. Since Iran has now become an immigrant-accepting country due to the increase in immigration to this country, the risk of a decrease in the population and young workforce threatens Iran. The question that arises is on what basis can a change in the legal system of citizenship be a solution to the problems of society and immigrants? In this article, while examining each of the systems and the advantages and disadvantages of each, considering the new situation in Iran, the selection of the soil system as the appropriate system has been examined and confirmed using an analytical and descriptive method.
