Abstract
More than one billion people in the world, i.e. 15 percent of the world's population, live with disabilities in various forms, who face various problems including employment and wages, employment is a necessity of human life; Because the survival of the society and the life of every person, especially the disabled, requires work and activity. employment in addition to earning a living; It also builds respect, self-confidence and health, boosts morale. This has caused unemployment among these people to be higher than non-disabled people, and discrimination against disability in various aspects, including employment, has negative personal, social and economic effects. So far, the League of Nations has taken important steps in solving these problems so that disabled people can enjoy the same opportunities as other people in economic and social fields. In addition, governments have been obliged to support this group of people.
At the national level, many documents have been established regarding the protection of the right to employment of persons with disabilities. that all documents emphasize equality of opportunities and use in offices and prohibition of discrimination based on disability. In addition, the Afghan government has considered three percent of civil service employees as the quota of disabled people, which is still (0.8) percent of civil service employees with disabilities. It has been approved in the new way of hiring people with disabilities. which has been established in order to provide employment opportunities for people with disabilities in civil service positions, to use their abilities and talents, and to organize solutions to eliminate discrimination against this social stratum.
